About Us

Welcome to hivportland.org. This site is dedicated to improving the quality of life for those infected and/or affected by HIV/AIDS, and to assisting members of our community in taking a leadership role in the planning and assessment of HIV resources.

What is the Planning Council?

This 30-member, citizen involvement group is a working, decision-making body that:

  • Decides how $3 million in federal funds will be spent by setting priorities annually for allocating funds to programs serving people living with, or affected by, HIV/AIDS. 
  • Plans the delivery of medical and social services in six counties: Clackamas, Columbia, Multnomah, Yamhill and Washington counties in Oregon, and Clark County in Washington State. 
  • Involves the community in assessing the health care and social service needs of people living with HIV.

Member Recruitment

Get involved! The Council is currently seeking new members who are black, African American or Latino/a. Members may be asked to participate in a committee or work group to complete specific tasks. More»


Priority Setting & Resource Allocations Process

The Council has completed the Priority Setting and Resource Allocations (PSRA) process for Grant Year 2009-2010 (March 1, 2009 – February 28, 2010). Ryan White Part A funds are to be used to address health care and support services gaps for persons living with HIV/AIDS. According to the most recent reauthorization of the law, at least 75% of the funds must be expended on core medical services. The final allocations for FY 09-10 are posted below.

The Council has established a new meeting schedule, beginning a new Council Year in September and the first Council meeting on November 5, 2008. See the Meeting Schedule on the website for the updated schedule. Requests for meeting information and to be added to the Council mailing list should be sent to the Planning Council office.
